Assistant Director

Mary Ann Nicoletti began her career at Rutgers in 2000 as business manager for the Center for State Health Policy and then as business manager for the School of Arts and Sciences in 2007. Prior to coming to Rutgers, she was employed for 25 years at Princeton University. While she held a variety of positions at Princeton, during her last 12 years there she was the program manager for the Program in Atmospheric and Oceanic Sciences, followed by a position as department manager for the Department of Geosciences. As the Center’s assistant director, she is responsible for office administration, financial and grant management, personnel, compliance with financial and employee policies and procedures, as well as human subjects requirements and protocols.

Office Manager

Kin Chin received a bachelor’s of science in accounting from Hunter College, City University of New York. He is the administrator of the Center’s business and administrative functions. His previous experience includes working as an accounting assistant at the Division of University Accounting at Rutgers and a business analyst at AT&T.

Research Analyst/Statistician

Jing (Jenny) Shi, M.S., received her Master of Science degree from University of Central Florida and is currently a Ph.D. candidate in Statistics at Rutgers University. She worked in the data mining lab of UCF as well as the Mathematics Department of Rutgers and Santa Fe Community college before joining the Center for Behavioral Health Services & Criminal Justice Research in 2005. She has been the primary statistician on multiple research projects including the quality of life study of New Jersey prisoners and five year recidivism study for sexual offenders. Her research interests focus on statistical computing methods and data mining algorithms in the application of social and behavioral science.

Research Associate

Nicole Holland, M.S.W., has over eight years of experience in the criminal justice and mental health fields. She has worked as an investigator on death row appeals, and as a mental health practitioner and conservator for adults with serious mental illness. She formerly worked for the Center for Child and Youth Policy (CCYP) at University of California-Berkeley. Her research interests include service and rehabilitative issues in the criminal justice and mental health systems, as well as those in the child welfare system.

Research Associate

Roshnee Vazquez, MA, received her Master of Psychological Counseling degree from Teachers College, Columbia University and Master of English as a Second Language Education from The College of New Jersey. She has experiences in conducting individual therapy and psychological assessment in both English and Spanish. In addition, she has assisted and coordinated several research projects during her tenure at Teachers College investigating the effects of racism and discrimination and the role of racial identity in psychological well-being. In addition, she was an Instructor of Psychology and an academic advisor at Hudson County Community College.

Research Coordinator

Brooke Schumann, M.Phil., received her master’s in criminology from the University of Cambridge, and served in the Surrogate’s Court coordinating the Guardianship Monitoring Program, managing funds held in the Intermingled Trust Fund, and filing guardianship, probate, and administration petitions. While working on an Integrated Case Management Services team, she advocated with and for consumers with mental illness in community and institutional settings. She also has extensive experience in the information and referral field, working with one of the pilot counties of the 211 initiative- providing not only information and referral, but also mental health and senior assurance calls, coordination of shelter for homeless clients, and assistance in the maintenance and upkeep of internal and external databases.

Research Assistant

Alexis Jemal, J.D., graduated summa cum laude and Phi Beta Kappa from Douglass College. To pursue her passion for civic service and social justice, Alexis received her Juris Doctor degree from Rutgers University School of Law - Newark. After graduating, she gained diverse experience as an intern with the New York Civil Liberties Union, MFY Legal Services, the Better Business Bureau, the Office of the Public Defender of Union County, and in the Chambers of a NJ Federal District Court Judge. During these internships, Alexis concentrated on improving research techniques and writing skills, interacted with clients, gained trial and investigation experience, advocated for the interests and rights of indigent and disadvantaged clients, drafted an opinion that reviewed the denial of Social Security benefits, and mediated claims between businesses and consumers. Currently she is pursuing her M.S.W. degree from Rutgers School of Social Work. Her educationalbackground and work experience have provided her with the necessary tools to do research, direct practice, and policy reform. Her areas of interest include civil rights and the criminal justice system with a primary focus on at-risk youth and ex-offender reentry issues.
